A Systemic Empowerment Model for BUMDes Financial Governance: Integrating Supervision, Human Capital, Community Participation and Institutional Collaboration

This study aims to formulate a systemic empowerment model for the financial governance of Village-Owned Enterprises (BUMDes) in Bengkalis Regency, Indonesia. Using a qualitative exploratory case study supported by NVivo-based thematic analysis and ANP–BOCR prioritization, data were obtained from interviews with BUMDes managers and experts, documents, and observations. The novelty lies in integrating supervision, human capital, community participation, and institutional collaboration within a single governance framework. The findings reveal that BUMDes governance remains dominated by procedural compliance, weak reporting quality, administrative supervision, limited managerial competence, and low public participation. Digital governance emerges as the main strategic priority, reinforced by risk-based supervision, capacity building, and stakeholder collaboration. The model offers practical implications for strengthening transparency, accountability, and sustainable rural economic performance.
